CSPOA Annual Meeting

 

On Saturday, February 2, 2019, the results of the election were tabulated; Al Franklin, Jack Csernecky, Chuck Karnolt, and David Franklin were each elected to a 2-year term. Congratulations to all!

The Board of Directors held their annual meeting on Monday, February 4, 2019, and elected the following officers.

Updates from the board

 

Spring is just a few weeks away! In preparation, our new grounds crew has worked all winter to better prepare our landscaping to be the best year ever. The Gates common area is a priority this year. The grass has been continually mowed, leaves removed and much needed trimming of shrubs. Removing dead and overgrown shrubs gives this area a cleaner look and makes it easier to maintain. Many residents have already noticed the improvements and have complemented the grounds crew.

 

The pavilion construction has been weather delayed numerous times. Currently, the footings, columns, concrete floor, and rafters are in place. The electrical is in process, and the estimated completion date is April 1. The surrounding area will be landscaped upon completion of the structure. The good news is we are still within budget!

 

Owners often suggest the Declaration of Restrictions (DOR) are antiquated; however, please note the following.  The developers created the DOR in 1973 for the neighborhood and in 1978 for the patio homes. Please remember the owners amended the DOR in 2000. The DOR is a legal document; therefore, any changes must follow a strict adherence to the legal process. Last year it was estimated the cost to update this document would be a minimum of 8,000-10,000 dollars with a time frame of six months or longer. The directors cannot amend the DOR, as it takes a vote by the majority of owners. So instead, the directors have worked diligently with our attorney to clarify definitions and wording in this document.

 

As a result, usually at the request from owners, the directors have been able to successfully permit the following:  engineered storage buildings, backyard fencing, RV parking for up to a 24-hour period of time and further defined residential leases for a minimum of six months. Please note the purpose of the DOR was, and still is, uniformity.   Originally, as a guideline to build our neighborhood, and now it is to maintain it. Uniformity and new construction are key elements for increasing real property values. There are numerous homes under construction in our neighborhood. New construction sales bring the highest dollar and existing homes sales follow that lead or trend.

 

Finally, the lawsuit filed by the Town of Carolina Shores against our community is ongoing, thus restricting directors from commenting. After the Town’s initial filing in late 2018, our response was filed this month. Both the initial filing and our response is a matter of “public record” filed in the Brunswick County Clerk of Court’s office. Contact the Clerk’s office to find out how these documents can be made available to you.

 

The CSPOA’s website has been updated and is a wealth of information including minutes from the board of directors’ meetings. Should any member of CSPOA have questions, give us the first opportunity to respond by calling or emailing us. A staff member or a director will contact you in a timely manner. ACC Corner – Joe Martere, ACC Chairperson

 

This month I would like to address any confusion by some members of our community regarding the process of submitting and handling of perceived violations of the DoR and Rules & Regulations.

 

First step is the submission of the Request for Inspection form requiring the ACC to investigate the matter. This form is available online at our website www.carolinashoresPOA.org / Procedures and Forms or at the office. This must be signed and made by any member in good standing. The signee is held in strict confidentiality and in no way identified by the ACC. Please remember that other than me all other members of the ACC are volunteers and are only scheduled for Tuesday and Thursday mornings. This allows the ACC to respond within five (5) business days. All ACC actions are defined under “Procedures and Duties of A.C.C.” document dated 3/29/06.

 

Second, the ACC visits the home or lot in question and determines the factuality of the request. If there is a violation of any of the community documents, a first letter is sent informing the owner of the problem. This is a soft letter requesting the owner to respond, in writing, or by e-mail, to the ACC within seven (7) days stating the action they will take to correct the situation.

 

If the ACC does not receive a response to our letter, a second letter is sent. This letter requires the owner to appear at a Board hearing. The date of the hearing is set by the Board and, in some cases, can be several months from the date of the initial letter to the owner.

 

As is our policy, the ACC does not inform the writer of the request of any actions taken other than a letter has been sent if there is a violation. This is required under Board policy, which oversees the ACC actions.

 

I hope this clears up some confusion of how and why it sometimes takes several months for a result to appear.

Carolina Shores POA Office Renovation – Kelly Wilson

 

Within the next month, renovation on the Carolina Shores POA office will begin. Offices will be getting a complete facelift with the addition of a new reception area, counter, computer access with a printer for members, copy work station along with moving the main office to the back, and bringing the ACC office to the front. Before we were able to begin work, the existing floor had to be leveled and secured and telephone with network lines must be moved to a central location to also be upgraded. This renovation has been a few years in the works and will finally be getting accomplished along with the new picnic area pavilion.

 

During this time while work is being done, we ask all members and visiting public to use the main front door of the POA clubhouse. The side entrance will be closed off for construction only. A temporary office will be set up in the boardroom off the kitchen area and will house both the office staff and ACC staff until work is complete.

 

Along these same lines, the clubhouse is going to need a deep cleaning from dirt, construction dust and the yearly pollen. Close to the office renovation being completed, we will be doing a storage reorganization, cleaning and some painting in the clubhouse. This in turn will unfortunately not be able to be accomplished while the clubhouse is available and in use so we will be closing the clubhouse to all activities for approximately two weeks. A bulletin along with letters to each club explaining our details, what each club will be required to do to help us accomplish this and dates will be forwarded as soon as we secure them.

 

We hope all members will enjoy the refurbished office. Making it more user friendly to many and upgrading our systems will be a welcomed addition, and again we are sorry for any inconvenience and pardon our appearance.

The Carolina Shores POA will be putting out for bid the renovation work at the office area.

 

Bids can be obtained from the CSPOA office Monday – Friday, 9:00 a.m. to noon. All contractors are welcome to bid and must be licensed and insured.

 

                                                                  

 

Animal Control Communication –Kelly Wilson

 

It has been brought to our attention that there are loose dogs running in and around our community of Carolina Shores. It was stated that it was the responsibility of the CSPOA to assure that animals are always to be leashed. Yes, animals while off your property and being walked are to be leashed; however, while on your property it is up the resident to control their animals as they see fit. The CSPOA has no control of monitoring animals on the properties or running loose.

 

Any resident that observes loose animals running within the community are urged to be cautious. The CSPOA is not responsible for acting on or responding to requests for dealing with these such situations. Please contact the Town of Carolina Shores and ask them to respond. If any resident is unsure of the animal, let the town know you are unsure and don’t want to interact with such.

 

Town of Carolina Shores Ordinance Animal Control

To make an Animal Control complaint, first start by contacting Town Hall; the Town has a contract with the Brunswick County Sheriff’s Office to provide animal control services.

Dogs are not permitted to run at-large in the Town.

Barking dogs that disturb the community are not permitted in the Town.

Vicious animals are not permitted under North Carolina law.

Feeding of wildlife is against North Carolina law.

Please check with your Property Owner’s Association as additional rules may exist in your neighborhood on animal enclosures, keeping animals, and the number/type of animals you may have.  Remember, it takes everyone following the rules for all us to enjoy the high quality of life here in Carolina Shores!

 

As a reminder we ask all residents of the community of Carolina Shores to please leash all animals when not on their own property, do not walk animals on golf course property as this is private property, please pick up after your dog when walking, and be vigilant in your surroundings with road traffic for you and your animals’ safety.

The Carolina Shores Sunday Scramble group plays golf the second Sunday of each month.  On March 10 we are playing at Pearl West and our host is Pat Soule. The cost is $37 per person. The tee times are 9:30, 9:38, 9:46 and 9:54 and show time is 9:00 a.m.

Carolina Shores Ladies Niners Mary Ann Williams

 

The Carolina Shores Lady Niners Golf League recently held the Caring Hearts Charity Golf Tournament at Carolina Shores Golf and Country Club to benefit the South Brunswick Interchurch Council (S.B.I.C.) Food Pantry.

With the help of donors, friends and the more than forty (40) tournament participants, the Niners were able to present a check to Mary Pritchard (center of photo) of S.B.I.C. in the amount of $1,085.00 for the Food Pantry in South Brunswick County. Many thanks to all who contributed to this wonderful and worthy cause.

Well, we finally reached the month during which spring arrives - March 20, 2019. We also get to turn the clocks ahead (i.e. spring forward, fall back). We get to do this Sunday morning, March 10, 2019. Please don't get these dates confused.

 

Open tennis continues every Monday, Wednesday and Friday starting at 9:00 a.m. Just show up with your racquet, tennis shoes and appropriate attire for the weather and you will get to play. It should be noted that open tennis has reserved the courts every Monday, Wednesday and Friday for 1.5 hours. If open tennis does not use all four (4) tennis courts, those unused courts are available to all POA members and their guests; however, it should be noted that the open tennis folks have first pick of the tennis courts. Usually, open tennis will not be using all the courts. If you have any questions concerning this policy, please contact POA Director Chuck Karnolt or me. Low Impact Chair Aerobics Mary Timothy

 

LOW IMPACT CHAIR AEROBICS is at 9:15 a.m. - 10:15 a.m. Monday, Wednesday, and Fridays.  This exercise class is excellent for those that have difficulty with a regular aerobics class. This class will include weight lifting and core strengthening while sitting. Leg lifts will be done while holding on to a chair and then will be followed up with low impact movement without a chair. Weights will be needed. I suggest starting with one-pound weights. Without investing in weights, bottles of water, cans and such can be used if they fit comfortably in your hands. Ankle weights are optional.  Come to get in shape and have fun. It's time again for TRIVIA! Join us at the POA clubhouse on Sunday, March 10, at 3:00 p.m. for another fun afternoon of mental exercise! Form a team of six (6) or come and we'll include you with other neighbors to form one; and, collaborate on answering questions in a variety of categories. It's amazing what inconsequential information we know - or not! Bring some munchies to share and your own beverage of choice. Water and soda will be provided.

 

Happy Hour in the Park will be starting again in April! Along with the chance to check out the new pavilion, this is a great opportunity to meet new neighbors you don’t know and connect with those you do. Although this event usually is slated for the third Friday of the month, April's date will be Friday the 26th, due to Good Friday. On February 13 seventy-eight (78) ladies attended the Garden Club's Fashion Show and Luncheon. There were many WOW moments! We made a profit of $1,275.19 to benefit our Scholarship Fund for deserving West Brunswick High School seniors. Many thanks to all who helped in any way to make this such a successful event!

 

Ever wonder how to propagate plants? The March 13 meeting will answer those questions with PROPAGATION 101. Master Gardeners from Brunswick County will cover seed, cuttings, layering, and division.

Book Discussion Group – Susie Riggs  

 

stack of books isolated on white backgroundThe Carolina Shores Book Discussion Group meets in the POA library on the third Friday of each month to discuss a wide variety of fiction and nonfiction books. Our selections for February were The Atomic City Girls by Janet Beard and The Nest by Cynthia D’Aprix Sweeney.

 

The Atomic City Girls is an historical novel about the people who moved to Oak Ridge, Tennessee during World War II to work on a secret government project. Told only that they were helping the war effort, they were actually working on the atomic bomb for the Manhattan Project. Many Americans are unfamiliar with the part that Oak Ridge played in the development of the atomic bomb, but through the compelling story line and well-developed characters, this book brings a largely unknown piece of World War II history to our attention. One of our members, Charlotte Csernecky, made the story even more interesting by sharing a photo and some of the experiences of her aunt, who lived in Oak Ridge and worked on the project.

 

The Nest is a contemporary family story of four adult children who have spent years anticipating how they will use the trust funds that have been left to them by their father. Unfortunately, each one of the siblings has made some poor financial decisions over the years, but all are hoping to eventually be bailed out by the “nest”. As the story proceeds, they are unpleasantly surprised when they learn that most of the money has been used as a payoff for a serious accident caused by one of the brothers. This tale of family, fortune and dysfunction definitely calls up the old adage, “don’t count your chickens before they hatch” and was considered an entertaining read by most of our members.

 

Our next meeting will be held on Friday, March 15 at 10:00 a.m.   We will be discussing Educated by Tara Westover and Salt Houses by Hala Alyan.

Knit ‘n Natter – Diana Mardall

 

Did you know Carolina Shores has an evening knitting/crocheting/needlework group?  We meet every other Monday at 6.30 p.m. in the POA boardroom.  If you knit, crochet or do other needlework, stop by and join us.  We’d love to see new faces.

The group meets and shares patterns and expertise.  We work on a variety of projects including sweaters, cardigans, afghans, shawls, cross stitch, arm knitting (that was a blast!), etc.  Usually we even have dessert!

If you want to be a part of this team or if you no longer want to be on the list, please let me know. When a call for help comes to me, I reach out to the members on NextDoor. I don't get very many calls for help, but people are so very grateful for the assistance they get! It really doesn't take much to volunteer. An occasional ride, help with a small chore at home, a temporary need for dog walking, etc. is usually what is needed.

Vincent “Chuck” and Betty Ann moved here from Washington state. Chuck was born and raised in Seattle. He was an insurance claims examiner for Travelers Insurance Mutual of Enumclaw in Enumclaw. Enumclaw is an Indian word for place of evil spirits – named so due to heavy winds. It is located at the foot of Mt. Rainier. Both Chuck and Betty Ann worked part time for the US Census Bureau doing government surveys. Betty Ann enjoys crafts and card games. Chuck likes fishing, bridge, golf, and is a history buff. Betty Ann’s father traveled for his job and at one point lived in Burlington, NC where she graduated from high school. She sings “I left my heart in Carolina”. So, when they had a family reunion in Ash, they looked around and found Carolina Shores. They have five sons, 18 grandchildren and three great grandchildren. They are looking forward to being part of our community.

Wednesday, Saturday 7:00 a.m. – 12 noon.
Closed Sundays
Please note in 2019 the recycle center will close on the following days:  January 21, April 19, May 27, July 4, September 2, November 12, 28 and 29, December 24 25 and 26.
Important:  DO NOT LEAVE CAR PARKED AT THE TRASH COMPACTOR WHEN DISCARDING ITEMS IN THE RECYCLE BINS.
